Sounds like the file was checked out by someone at some time and never
checked back in. In windows explorer (or mac equivalent) search for *.lck
files. Those are notes to DW that tell it who has what file checked out and
therefore locks it for other users. You can delete those, and all files will
appear to be checked back in.
