editize (http://www.editize.com/)
htmlarea (http://www.interactivetools.com/products/htmlarea/)

are good bets.
In my experience almost any browser-based editor will dump in
deprecated tags (especially those based on microsoft's execCommand()
feature set) but wise editor selection and some good server-side code
cleanup should get rid of most of the rubbish.
