[thelist] Divs not displaying stumper

In firefox PR1, everything displays fine.  In IE6, the top is not
displaying. My experience has been this is usually due to widths,
borders and padding. Play with those values and eventually, I bet the
content shows up in IE. Also I note that your css (see, eg. #navlist) is
mixing ems and px, which, also in my experience, causes issues with
content display looking as expected.
