Looks like it! Here's what IE6SP2 is sending:

   Content-Disposition: form-data; name="uploaded_file";
   filename="G:\develop\and\html\parasite-NG\index.html"
   Content-Type: text/plain

   <!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict ...

The new SP2 'download files by content, not MIME type' option does not 
seem to affect this, but it must somehow be related to the 'MIME 
sniffing' feature.

SP2's security changes are welcome, but it is a shame their standards 
support is actually getting worse!
