Well it looks like you're on Apache 2.0.48 right now, so you could 
upgrade to 2.052 (the latest release) although the changelog doesn't 
seem to mention a fix for CSS mime-type issues.

I'm sure lots of people must be correctly serving CSS files using 2.0.48 
so there is maybe a commonality between your problem and the problem 
discussed at

I think you should try to get in touch with the guy in this discussion 
since the site he had problems with (http://battellemedia.com/) appears 
to be fine now and he may have a solution for you.
