In the US.  An adult signature is required by law for all deliveries.
"At the time of delivery, any shipment containing an alcohol beverage
product will require the signature of an adult possessing valid
picture identification issued by a government agency proving he or she
is at least 21 years old."

So he can sell it to them, however if they dont have proper ID for the
delivery driver they wont get the delivery.  Same law that applies to
bartenders and store clerks.

Other problem is that certain states you can sell at all, and then to
make it more difficult certain zip code will not allow you to sell.
