In a perfect world, that'd be great. I'd be right there with you coding
nothin' but standards-compliant XHTML & CSS.
However, the market share of browsers being what it is (IE way in the
lead), you won't see an IE shutout happening anytime soon.
Most sites are in the business of making money and if the largest
percentage of users are hitting the site with IE, then they'll make sure
they have no problems at all getting around.
In short, it's all about the Benjamins.
