It's the only way to clear radio buttons once checked (without some 
kinda of crazy scripting)

Also, if there's left over cookie data that has populated the form, it 
may be useful to clear it.

But, personally, i ONLY present a reset input type when i have radio 
options, and of those radio options, they CAN be left blank.
