I don't think that's the cause. I have the Google search bar installed and
that option remains unchecked for me.

Unfortunately, I don't know the answser to the question. Probably some
registry value needs to be deleted/re-set. I'd try googling
groups.google.com for "disable script debugging explorer" -- you'll find
this: http://tinyurl.com/5x7e3 -- as well as searching the MS knowledge
base.
