I am currently interviewing people here for my IA department and all we do
is send an HTML/JS/CSS/XSLT test. This is also what I got when I applied
for jobs.
This request could either be a very thorough indeed one or a cheap way to
get work done for them. Depending on the size and how interesting the job
and the company is for you, go for it. It certainly is not a standard
practice, and asking a lot of applicants though.
Don't give too much without seeing the benefit, underselling yourself is
one of the biggest mistake of junior developers.
