I just start evaluating two tools that both work great for this sort
of thing. The first is called Basecamp[1] and the other is called
phpCollab[2].

Basecamp is a hosted online solution. They have a free subscription
that you can use if you are only interested in managing one project.
Otherwise you can pay some money per month for more projects and more
functionality.

phpCollab is also an online solution, but you will need to set it up
yourself. It requires php and mysql. The install is *incredibly*
simple. All you really need to know how to do is create a mysql
database* and ftp some files.

Both tools provide things linke To-do lists, task assignment, and
message boards. phpCollab also allows file upload. (For basecamp you
need your own ftp server and paid account)
