That's where gradual enhancement comes in. Accessibility is the basic
need, then you  can enhance. Forms are a great example. You make them
work and validate on the server side, mark them up properly with
labels and fieldsets and  then you add visual aids and client side
validation to make them more usable for the high end "normal" user.

That's what good designers do.

If you start with the high end user as lazy, arrogant, inexperienced
or budget-restrained designers do, you will  have to go back later
should the need occur.
