I assume you are referring to the Base component? That appears to be a "front
end" to other databases, in a similar way that Access can be used as a front
end to either a Jet database, or a SQL Server database, or other external
data sources that can be accessed via ODBC/OLEDB/etc

Like Access, it appears that Base will ship with some kind of data storage
engine called HSQL. I won't call it a database engine, because it isn't
really. It appears to store its data in an XML format.

I'm not sure why you think it's a "rendering engine", because it's not. I
don't see how it could be better or worse than any other rendering engine,
because you can't compare the two. If you meant a "database engine", then I
doubt it would provide anything above or beyond what a traditional RDBMS
provides in the database space. Certainly, I feel it would be difficult to
build anything that will scale using XML as a storage format.
