AFAIK msie supports windows-specific style elements, 
IE uses HTML at os level. For instance the popup that opens when you
click tools--"internet options" tab is an HTML file with inputs
fieldsets etc.

I've seen examples that rip ie's windows' OS-specific html files
change their css etc, add some functionality (with or without some
registry key additions)

So IMHO from MS point of view there exists an inheritance.
However I don't think firefox or opera or netscape will like to
inherit microsux windozer-specific style elements :)
