In Windows/Internet Explorer there's already a sound if the user 
choosed a sound theme.

You can change this sound to anything you want.

Choose "Sounds and Audio Devices" from the Control Panel, select the 
Sounds tab. Now you can select Windows Explorer -> Start Navigation 
and choose another sound.
