Hi! Yes.. as for now i only  find platform based solutions ( build in MAC, 
Mswindows with an Agent and or PDF functionality )
OR very poor plugins not working with this and that..... OR and now it might 
be interesting... there is streaming TTS.
This last option is far best IF we, and my client decides to use it.
Oddcast has Sitepal ( Vhost ) and even when you do not want a talking 
character... they deliver speech TTS on demand so to speak.
Okay.. there are high costs for all the streaming... but the quality of 
there Dutch speech Engine ( well it is not theirs... musst be 3rd party)
is very very good and adaptable.

Indeed, there are roughly 20 mil. people in this world speaking dutch....ALL 
that live outside of the Netherlands, do live in a region
where a second language is natural.....
