SQL Server 7.0 Enterprise Manager will connect to SQL Server 2000 server. I
can't remember if v7 supported instances. If not, then you may not be able to
connect to a non-default SQL Server 2000 instance, but you'd be able to
connect to the default instance as a minimum.
If you want the SQL Server 2000 client tools, download/order the SQL Server
2000 trial edition. The client tools do not expire.
Otherwise, there are a number of web-based clients that connect to SQL Server
(include the Web Data Manager[1] that you can download from the Microsoft
website), or this 3rd party tool: www.aspenterprisemanager.com
