Hi Sarah,
- No, IE's dynamic expression doesn't work with js turned off.

- Putting content into the header just gave it something tangible to
apply its rules to.

- If you want the nav to live below the content, then you'll probably
need to position it absolutely then give a left margin to the content
div that is big enough for the left nav to fit into. There is a good
collection of layout links at the css-d wiki

Ordered Layouts specifically for people who want to control the source
order for SEO.
