Just today I came across an open-source project for using GIS data to
product various sorts of user-configurable maps. Its called Mapserver
(oddly enough) and is available at: http://mapserver.gis.umn.edu/
This may be complete overkill for what you need but talking with the
users there might point you in a more suitable direction.
