A little googling (http://www.google.com/search?q=mysql+latin1+encoding)
turned up some interesting information.

It would seem that MySQL previous to version 4.1 has difficulty handling
extended ASCII. Perhaps the character conversion is failing in the
conversation between the DB and the DB driver. Perhaps if you can upgrade
to 4.1+ you can change from Latin1 to UTF-8 which will give you support for
a broader character set.
