Not exactly sure about your requirements there, but Brothercake has
written  one heck of a good menu system at <uri:http://udm4.com/>.
There's very little one might want to do that it doesn't already have
support for.

It's based on HTML lists. I believe it's one of few menus that will
still work if sent as application/xhtml+xml. And it's backwards
compatible to the stone age without being reduced to just using things
that those browsers support.
