Don't design using IE as your reference browser. Design and develop 
using a more compliant browser and then fix for IE bugs. Otherwise you 
are just working with the bugs and it makes it a nightmare to debug 
without stripping and cleaning all the sloppy code that IE allows you to 
use in building pages.
Validate.
