Apologies upfront: I meant to say this last time it was raised, plus I'm not sure if you're contradicting me, but: 

Just because "javascript:" is not a public URL scheme, doesn't mean it's an invalid one.  Don't get me wrong, I'm far from encouraging its use.  We must be careful when using private URL schemes, and consider the implications carefully.

Normally, the presence of a "javascript:" URL should set off alarm bells, because there's usually a preferable alternative.
