I've been using http://DigitalSpace.net for several years.  Their
basic plan offers what you need for under $7/month, and their starter
plan provides 5GB/10MB for $36/yr.  Their tech support is 9-5 M-F,
by phone, chat, or email, and I've had few complaints.

Of course, their "goodies" may differ from BlueHost's.  I don't think
they offer any kind of e-commerce support, but I doubt anyone does for
less than $20/month.  (It's been a while since I've looked.)
