If you absolutely want to stick with phpBB, look on their MODs section,
there is one that uses the forum engine to render a CMS

There's a photo gallery based on phpBB, I guess it's Coppermine but I
never used and there's quite a few exploits actually so I don't
recommend it. Gallery2 is a very nice application and has a big line of
users and modders.
