I'm not sure of the hosting/flow requirements, but YouTube, Google Video 
and others offer centralized compression/serving... there's a bunch of 
smaller services and third-party software too, search term "easy flash 
video" pulls up some of it. A lot would depend on what the client was 
comfortable doing, how many external services they were comfortable in 
accepting. There's a lot going on here these days, though, and I'm 
having trouble keeping track of all the new initiatives.
