[thelist] Wholesale Shopping Cart

I'm looking for a cart that can easily accommodate a wholesale  
business.  It needs to

-only allow access to administrator created accounts
-allow payment terms including Net 30, Credit Card and COD (CC  
processing can happen manually)
-require a minimum order for checkout

Any suggestions?
