Then why isn't your server rejecting those with a 400 Bad Request?

I think something else might be up here. Let's not jump to unwarranted
conclusions prematurely. Can you install IE Fiddler Tool and see what IE is
doing?

Can you post a copy of the actual HTML of the webpage in question? It's a
question that has a simple yes/no answer.
