If the base font is specified in EMs in IE, it resizes more radically
than if you use percent.  (Smallest is rarely legible at all).

After you have declared your base (e.g. body) font size in percent,
you can use EMs for all subsequent font size declarations.

I'm sure this affects IE6 too.  If you always use the medium text size
in your browser (View -> Text Size), you'll not notice the difference.
