If the experience they wish to provide can be handled by the range of 
browsers their audience uses, then they might as well use 
JavaScript/CSS/HTML. If not, they can look at browser extensions, like 
the Adobe Flash Player. If even this won't suffice they can look at 
asking their audience to install native OS code for out-of-browser work. 
Does this way of looking at things seem reasonable to you...?
