Re: static content - it would be fairly easy to set up a local web-server, so if they don't have a connection to the web, you can still use server-side scripting.

Also, assuming the kiosks don't have any web access the site will need to 
be totally self contained and able to run from a cd or hard disk (so no 
server side functionality).
