Would appreciate your general comments on this layout:

Some specific issues I could use your help with:
- how to get the layout to degrade gracefully with decreasing browser
width in IE (seems OK in Firefox)
- how to get the navbar stripes to be the same height as their nav
"buttons" (I have only been able to make them smaller or much larger,
but not the same size)
- how to get a bit of padding between the big blue box and the grey
nav just below it.
