Check if IE gives a slightly different message if you do a right-click
"Save File As...", something like not being able read/write from/to
the cache.

If so, it's all those no-cache instructions.  For a test, see if you
can remove those directives, if that works, you can play with your
caching directives using private instead of no-cache.

I'm suprised you get this for non-HTTPS requests.
