[thelist] color conversion: websafe, web-smart, unsafe

Hi listers,

Firstly, to understand how I'm defining "web-safe," 'web-smart," and  
"unsafe" please see this color tool:

I want to covert "unsafe" colors, e.g.,#a53515, #ffd637, #642913,  
#813e23, to their nearest "web-smart" value. I'm NOT talking about  
converting to "web-safe" (216 color palette), but "web-smart."

For example unsafe: c300da = web-smart: bb00dd
