Can you use other methods besides FTP? scp, sftp, rsync?

Is Sprint closer to your network or theirs? If the latter, then Crystal
Tech continuing to use an ISP that they know is substandard *is* Crystal
Tech's problem. If the former, then that's closer to being *your*
problem.

Sometimes. Internet routing need not necessarily make geographic sense.
Often, a route to two hosts in or near the same city will not go a
statistically significant distance outside of that city. However, as an
example, this traceroute from me in Houston, to www.hal-pc.org in
Houston, appears to go through two hops in Dallas:
