Sure, installing Cygwin is the first thing I do if I *have* to use a Windows
box for some reason, but it's still a kludge -- the disparity between file
system conventions, permission models, etc. keeps cropping up. But
better than nothing, yes  :-)

jEdit covers at least 1 and 3 -- I don't care for code completion so I
can't comment on 2. But definitely check out jEdit (and NetBeans, for
that matter, since it has PHP support now).
