Try using an absolute link instead of a relative one for your pdf files:

http://www.calwater.com/your_water/ccr/pdfs/2007/fremont_valley-av-2007.pdf

in place of:

fremont_valley-av-2007.pdf

Think it is some sort of security thing on certain setups, can't remember the 
exact reason that comes to mind...
