I think basic video production techniques can go a long way.

Lots of light, preferably based on

basic framing... make sure there is a little room at the top of the
speaker's head, but not too much. Watch the evening news or cnn to see
the sorta standard talking head framing.

Good strong audio signal.

High quality source is a lot easier to compress. It's been a while
since I spent any serious time with video compression but if I
remember correctly movement and low light are the two things that make
compression less effective.
