Are you hosting the website yourself, or paying a webhost? Most webhosts
provide cron functionality so you don't have to know how to do it.

This is a standard and frequent task for a Linux server administrator.
It has some in-depth knowledge abut it if you come across server management
the first time. Ask a server admin friend (or pay someone) to do it for you
is much simpler than learning from the beginning yourself, unless you have
the wish to manage the knowledge.

If you want to hear something simpler than above, short answer is:
calling sendmail from cron.
