Yeah, the tag cloud looks like someone's bad idea. I also think very 
specific requests like this one limit the creative  options for the 
designer.

With the client's best interest in mind, it may be good to challenge the 
purpose and efficiency of this idea.

Another question: Does anyone design for 800x600 anymore? Once you get a 
bigger screen for yourself, it's easy to forget that other people may 
still have one that is narrower than yours. The Web Developer add-on for 
Firefox has an option to resize the browser to this size so you can 
check whether the site looks OK or not. Or should we design towards a 
different width nowadays, perhaps 1028 wide?
