...assuming it matters what order they get them in (ie contentid(1)  
always before cid(2) and always before cid(327) as in a book).

Otherwise just increment a counter for everyone and reset when it hits  
the highest available cid.

The third way would have some tie between a day and the content -  
gardening tips for example where you don't want spring planting tips  
in autumn.
