for sure, target audience is key. But there's also a business decision to be
made and it revolves around money: IE6 support is expensive. What clients
want in a website and what IE6 can deliver without a lot of extra
development time aren't always in sync.

We're starting to see the shift with our clients now - they're interested in
"supporting" IE6 but we're starting to have conversations about what
"supporting" actually means. With big sites, IE6 development (bug fixing)
time really adds up and it's up to the client to decide "do I want to spend
the remainder of my budget getting features a, b and c to work/look exactly
the same in all browsers or do I want to add features d and e with that
money?"

For a number of the clients we're working with, they're starting to choose
the latter. In simple ways, graceful degradation or your own version GBS can
save a lot of money. On a site I'm building now, browsers that understand it
get rounded corner buttons and callouts via CSS3 while older browsers
including IE6 get trusty square boxes. Layout a little shifted in IE6? Who
cares as long as the site works and the client's brand isn't being damaged.

Ultimately, it's about audience but budget vs features is definitely on the
rise as a factor with our clients.
