If you were recommending blogging software to an end user who is
semi-technical and highly intolerant of a crappy user experience :-)
what would it be?

First preference to external services, second to self-hosted solutions.

And the starting point is that the user in question finds editing a post
in Blogger extremely frustrating -- arbitrary resizing of images, fonts,
WYS is NOT WYG, etc.
