You may bill the client as FP, but internally, the project is tracking  
time.

FP has the joy of having internal variable costs, but external fixed  
ones; that gives you (or whoever owns the project finances) all the  
financial risk.

It also gives you the financial opportunity - if you can produce the  
agreed deliverables with *less* effort (fewer people/less time/cheaper  
people) then you've the potential for up-side.
