Here's something Mohan recommended:

Go to this site: http://www.coralcdn.org/ and in "Using coral" enter the 
site address (in the place where it says www.cnn.com) and clickGo.

If this loads, then the problem is with the ISP's DNS servers (you mean 
the coffee shop's?).

Windows:

Run ipconfig /flushdns
Run ipconfig /release
Run ipconfig /renew

Client just picked up a MAC.  What are the comparable MAC procedures?

Yes, she lost access at the coffee shop a few minutes ago.  But there is 
good news -  I did find a problem which I fixed a while back that was 
causing special slowness for IE users.  It was my bad.  I had set up 
iepngfix for IE 6 user, but didn't set it up correctly and the behavior 
was getting applied to many elements. 

There are still some occasional load average problems which I'm trying 
to isolate on the server, bots and other stuff, but it's infrequent and 
almost insignificant compared to the above.  I may eventually separate 
hers to another VPS account.
