What you outline looks great. We are unfortunately laboring under a custom php front end and I have to coordinate some of the changes with an outside dev team. So it may be some time before I can report success <grin>. But hugely helpful, thanks!

Do this:
change the original 301s to the newest URLs (in your htaccess)

Dont do this:
then add a new set for the updated "numeric" pages.

Instead, do this:
set 301 and Location: header dynamically in your php
