My suggestion is to use some open source solutions that can be configured for the client.

The solution to edit videos using open source is called Kaltura.

A complete solution could be Tiki Wiki as the documentation vault and it has wrapper for Kaltura.

My company (Evocatio) offers specialized setups (and maintenance) such as this. But you can install and Try for yourself.
