Yes, though it would depend on the requirements of the project. I have
built several CMS solutions in the past, as well as building custom
solutions in Wordpress, Drupal, and Joomla. Using an off-the-shelf
solution means getting the project off the ground very quickly (in
some cases almost immediately), a lot less work to keep it up-to-date
and secure, and having support in the form of large user communities.
Building a custom solution means it is much easier to customize for
the precise needs of the current project, and less struggling to
figure out how to make the CMS do what you need it to do.
