I haven't played with it yet, but Markup.io has a "share" feature.

But, yeah, for full control, the annotations need to be available to the
original document for dissemination if desired.

That means anyone who writes annotations needs to be able to choose whether
they're public or private, and ever reader needs to decide which, if any,
annotations they want to see.

*I* certainly don't want to build this thing. I'll just go back to writing,
and some genius will build it.

And then I'll use theirs.
