I heard a statistic (on NPR, so probably reliable) that claimed a very
significant portion of California's enery is supplied by solar cells - can
anyone shed further light on this? If this is true, George W. has a lot of
'splaining to do. I mean, why all the emphasis on oil and gas exploration
while leaving more ecologically responsible technologies to wither and die for
lack of R&D? With significant production, photovoltaics actually become cost
effective. Wind farms are known to be able to provide significant amounts of
energy at reasonably low cost. Thermal and tidal systems also show some
promise, as do fish-friendly hydroelectric projects.

So why the almost complete devotion to Oil and Gas, with a nod to nuclear and
nothing else?

It's a crime - a crime I tells ya!

But to answer the post, no the current administration is not to blame for the
current energy woes. We have the last 10 (or more) administrations for that.
But the Bush presidency certainly does not seem to be shaking up the status
quo.
